With increasing pressure on water supplies and more frequent hosepipe bans the ability to draw on a private water supply during times of drought could be seen as a major benefit to householders and small businesses.
Following the water licensing reforms brought in by government as part of the 2003 Water Act “small” abstractions of less then 20m³ a day have been made exempt from the licensing regime.
Small is subjective, but 20m³ to a householder wanting to keep borders watered in a drought is a lot of water, equivalent to over 100 bathtubs full!
